Driving Digital Health and Care Transformation Across Scotland

When people think about digital transformation, they often think about technology.

But behind every successful digital programme are the people, partnerships and shared ambitions that make change possible.

Over the last 10 years, one of the most rewarding aspects of the Digital Office's journey has been working alongside colleagues across local government, health and social care partnerships, housing, and the technology sector to help transform digital health and care services across Scotland.

Together we've tackled some big challenges, embraced new opportunities and built foundations that will support communities for years to come.

Supporting Scotland's Digital Telecare Journey

One of the most significant pieces of work has been supporting Scotland's transition from analogue to digital telecare services.

For many people, telecare provides reassurance, independence and a vital lifeline to support when they need it most. As the UK's telephone network evolves and the Public Switched Telephone Network (PSTN) switch-off approaches, ensuring these services continue to operate safely and reliably has been a national priority.

The scale of the challenge has been huge, but so too has the response. By bringing together local authorities, Health and Social Care Partnerships, housing providers, suppliers and national organisations, we've helped create a collaborative approach to digital telecare migration. Partners have shared learning, tested solutions together, tackled common challenges and supported one another through what has been one of the biggest service transformations the sector has faced in recent years.

It's a powerful example of what can be achieved when organisations come together around a common goal.

Collaboration at Scale: The Shared ARC Story

The Shared ARC Programme is a great example of what can happen when organisations look beyond traditional boundaries and work together towards a common goal.

Over the past decade, local authorities and partners across Scotland have come together to shape a shared Alarm Receiving Centre platform that supports the future of digital telecare. It's a programme built on collaboration, trust and a shared commitment to delivering the best possible outcomes for people who rely on these services.

By working collectively, partners have not only created a scalable and resilient platform, but also demonstrated a new way of approaching national challenges. The Shared ARC Programme shows that some of the biggest achievements come not from working alone, but from bringing people, expertise and ambition together behind a shared vision.

Better Connected Health and Care with CHI

Another important step on Scotland's digital transformation journey has been encouraging the adoption of the Community Health Index (CHI) across local government.

This work will help to create a more joined up approach to care, making it easier for services to connect information and coordinate support around the needs of individuals. By improving how information is matched and shared, CHI has the potential to reduce the need for people to repeat their information and to support better experiences across health and care services.  This will help services work together more effectively and ultimately improve outcomes for citizens.

A Decade of Working Together

Looking back, none of these achievements belong to a single organisation.

They are the result of thousands of conversations, shared challenges, collective problem-solving and a willingness to work together towards a common purpose.

As we celebrate the Digital Office's 10th birthday, we're proud of the role we've played in bringing people together, fostering collaboration and supporting innovation across Scotland's local government sector.

Most of all, we're grateful to the local authorities, health and social care partnerships, housing providers, partnership organisations, practitioners and suppliers who have joined us on the journey. We also recognise the vital funding and continued support of the Scottish Government, whose investment has enabled a coordinated national approach to digital telecare transformation and helped make this collective progress possible.

Because when it comes to digital transformation, the biggest achievements don't happen in isolation. They happen when we work together.

And that's a lesson we'll carry with us into the next decade.
