Data Literacy Academy - Programme Completion & Next Steps

As we conclude the latest cycle of the Data Literacy Academy, we’re delighted to share an update on what’s been achieved and what comes next as we move into the insight‑gathering and scaling stage of the programme.

Programme Completion: Building a Data‑Confident Public Sector

Over the past year, the programme, delivered in partnership with the Scottish Digital Academy and the Digital Office, has supported learners across local government to strengthen their data confidence, interpret information effectively, and apply practical analytical skills in their day‑to‑day roles. Participants engaged in a blend of synchronous and asynchronous learning covering foundations of data, interpreting and communicating insights, and Power BI consumer skills. These sessions have helped build a shared language and culture around data use, while promoting ethical and effective data stewardship across councils.

Early impacts include stronger confidence, better questioning, more informed decision‑making, and noticeable cultural shifts, such as reduced silos and improved governance practices like structured file naming and centralised storage.

Learner Focus Groups -Capturing What Works

With the programme phase now complete, we have moved into the learner focus group stage. These sessions, already underway, are designed to gather in‑depth insights into organisational context, the practical application of learning, and the behavioural changes emerging across teams. Learners have been invited to share their experiences, identify which personas best reflect their data capability, and help shape how the programme evolves. This work will enable us to maximise long‑term impact and ensure future cohorts continue to meet sector needs

Scaling Impact - Showcasing Real‑World Application

The focus groups will also help us identify and scale tangible examples of work implemented by learners, whether improved reporting, enhanced dashboards, refined performance frameworks, or changes in data culture. These stories will form part of our next phase of sector‑wide capability building, helping other councils learn from the progress already made. Early communications work has shown strong appetite for spotlighting how teams are using data to drive service improvement and societal outcomes.

Defining the Data Stewards Network

In parallel, we are beginning work to define a sector‑wide Data Stewards Network. This network, aligned with upcoming education customisation pathways and stewardship principles, will build on the mindset and governance foundations established through this cohort. It will support learners to embed good practice, strengthen data governance, and sustain momentum across local government.

Preparing for Future Opportunities

Insights from this consolidation phase will shape our strategy for future roll‑outs, with opportunities being explored to expand participation, tailor learning pathways, and evolve the programme’s structure based on learner needs. Work is already underway to identify scalable models, potential self‑serve elements, and sector‑wide alignment to national data ambitions.
