Blog: Building Digital Skills and Leadership Capability Across the Sector

One of the things I love most about my role is seeing people realise what they're capable of.

Whether it's a frontline employee discovering new ways to use data, a manager gaining the confidence to lead digital change, or a senior leader rethinking how services can be designed around citizens, those moments matter. They are often the spark that drives transformation.

People often think digital transformation is about technology. For me, it has always been about people.

Technology is the enabler, but people create the change. They bring the ideas, challenge existing approaches, build new solutions and ultimately improve outcomes for their communities. That's why building digital skills, leadership capability and confidence across Scotland's local authorities is something I'm incredibly passionate about.

Over the past year, we've continued to invest in a growing range of digital, data, AI, service design and leadership development opportunities that support people at every stage of their career. Working closely with partners including the Scottish Digital Academy and colleagues across the wider public sector, we have connected learning directly to real organisational challenges, transformation programmes and communities of practice.

What excites me most is that we're not simply delivering training. We're helping create a culture where learning is valued, curiosity is encouraged and people feel empowered to try new approaches.

I have always believed that talent exists everywhere. Opportunity does not always exist everywhere.

Part of our role at the Digital Office is helping bridge that gap.

Whether through leadership programmes, digital skills initiatives, data literacy development, AI communities, service design learning or collaborative networks, we're creating opportunities for people to develop the knowledge, skills and confidence they need to navigate an increasingly digital world. Across councils, we're seeing individuals who may never have considered themselves "digital" become champions for change within their organisations.

That is incredibly powerful.

Leadership development remains one of the areas I'm most excited about. Not because we need more leaders with digital job titles, but because we need more leaders who understand how to lead through complexity, uncertainty and change.

Through programmes such as Leading in a Digital World and Agile Leadership in Practice, leaders from councils across Scotland have been developing practical skills in transformation, user-centred design, innovation and modern leadership. These programmes are helping people move beyond theory and build the confidence to lead differently, creating networks and relationships that continue long after the course has ended.

One of the biggest lessons I have learned is that no organisation has all the answers, but collectively we hold an enormous amount of expertise.

That's why collaboration sits at the heart of everything we do.

We are continually inspired by the willingness of councils to share their experiences, challenges, successes and lessons learned. Whether through the Digital Capability Advisory Group, our AI Community, Digital Leaders Community or wider sector programmes, people come together with a shared goal, helping each other succeed.

When councils share what works, we reduce duplication. When we learn together, we move faster. When we build capability collectively, everyone benefits.

We've seen this firsthand through initiatives ranging from data literacy and digital leadership programmes to AI collaboration and the development of national learning opportunities. Every workshop, every conversation and every connection helps build momentum across the sector.

The pace of technological change isn't slowing down. Artificial intelligence, automation, data-driven decision making and emerging technologies will continue to reshape how we work and deliver services. While that can feel daunting at times, I see it as an incredible opportunity.

An opportunity to rethink how we deliver services. An opportunity to build confidence and resilience in our workforce. An opportunity to empower people to focus on the work that matters most.

Most importantly, an opportunity to unlock the talent, creativity and passion that already exists across local government.

As we look ahead, our ambition is simple, to ensure that everyone working within Scottish local government has the opportunity to develop the skills, confidence and leadership capability they need to thrive.

Because when we invest in people, amazing things happen.

We see stronger leaders emerge. We see innovation flourish. We see collaboration grow. We see better outcomes for our organisations and, most importantly, for the citizens and communities we serve.

For me, that's what building capability is really about. Not just developing skills. Unlocking potential. And I genuinely believe the best is still to come.
